About this role | Mō tēnei tūranga
We are looking for a strategic, influential, and forward-thinking Financial Controller to lead a critical function within Te Pou Rangatōpū | Corporate.
Reporting to the Chief Financial Officer, this is a senior leadership role responsible not only for statutory financial stewardship but also for driving continuous improvement, strengthening financial integrity, and supporting high quality decision making across the Ministry.
You will lead the development and operation of best practice financial compliance frameworks, financial reporting systems, cash and asset management processes, and play a key role in enhancing the Ministry’s financial capability.
This role is jointly accountable—alongside the CFO and Hautū Te Pou Rangatōpū | Deputy Secretary, Corporate —for safeguarding the financial assets of the Ministry, supporting a culture of disciplined financial management, and ensuring our financial systems are robust, transparent, and future fit.
You will lead and be responsible for:
- Delivering accurate, timely statutory financial statements in line with GAAP and legislative requirements.
- Enhancing financial systems, frameworks, and processes with a strong focus on automation, controls, and continuous improvement.
- Providing trusted advice on taxation, treasury, and public sector financial management.
- Maintaining strong financial controls, delegations, and audit readiness.
- Leading a high performing financial accounting team that is recognised as an exemplar across the public sector.
- Building organisational capability in appropriation management and financial literacy.
- Supporting major initiatives across the Ministry, including capital investment and enterprise financial transformation.
Salary range: $165,601 - $248,251 per annum + 3% kiwi saver. The successful candidate will be appointed at a salary which reflects individual skills and experience.

You will bring the credibility, technical leadership, and presence to influence across a large, complex organisation.
We are seeking someone who has:
- Proven experience leading financial accounting, compliance, and reporting functions in a complex environment.
- A track record of delivering change, improving processes, and elevating organisational performance.
- Deep knowledge of public sector financial processes, including appropriations, budget cycles, and audit requirements.
- Strong strategic thinking, sound judgement, and the ability to make decisions that uphold the Ministry’s integrity and reputation.
- The ability to motivate, mentor and grow a high performing team.
- CA/CPA qualification (or equivalent).
- Commitment to upholding Public Service values and giving effect to te Tiriti o Waitangi.
- The ability and willingness to adhere to the Public Service Standards of Integrity and Conduct.
